I hope you support at least the discussion about (non-semantic) "pragmatic and anticipatory" dimensions to the issue of interoperability and web services. 

 

This email address, an email to Mr Gordon Fullerton at DHS, might be old and might be returned as undeliverable.

 

But as part of the BCNGroup's attempt to reveal a strong alternative/complement

Please do not take this as an opportunity to promote just your technology system (I think about naming some names - but does not) or approach (unless you are actually making a comparison to the key elements of the second school approach.)  {{There are general system properties as to why a more complex theory about information has not been able to make it into the capital markets... but that is not something I wish to have to address now.}}

 

 

 

My effort is at trying to form an appreciative social field regarding the need for a clear alternative and variation of perspective (when compared with the core AI and Semantic Web viewpoints). 

 

This alternative shifts the origin of design (and control) over information structures (to be used to instantiate information interoperability) from the knowledge engineers and computer programmers ...

 

The origin of design (and control), if perfectly done by knowledge engineers, will not be sufficient in the case of extreme novelty, or during a crisis where information is uncertain or incomplete, and in situations where terminological differences are not being accounted for. 

 

 

I hope that those who should make a statement will make a statement.

 

Sometimes it takes a community to create a transformation.

I am Dr Paul S Prueitt.  Over the past two decades I have been working to bring an awareness of a set of (scientifically grounded) issues that are never fully addressed by AI or by the core of the Semantic Web community (Jim Hendler, TBL, Debbie McGuinness and others.)

The root cause issue stems from the nature of induction; specifically the induction of symbol meaning in the cognitive and speech acts of humans. 

 

Mathematics, and by this I mean Hilbert mathematics, is a great body of knowledge that was, and is being, derived due to a social refinement of induction under the assertion that "coherence" can be established and that "coherence" leads to universal truth.  What we find is that modern mathematics must address a non-removable issue dealing with the nature of formalism, specifically the issue of completeness when coherence is required.

 

Coherence may be grounded in the phenomenon of phase coherence in electromagnetic or light coherence, as suggested by neuroscientist Karl Pribram and others.  What is inferential coherence in deductive logic is an important aspect of semantic web activity.

 

Completeness is, I claim, a much more difficult issue.  The notion of a pragmatic web (Aldo de Moor and others) suggests that real parts of real social interaction will not be reducible to a single coherent formalism.

 

My notion of an anticipatory web

suggests that anticipation of the future behavior of complex systems (such as the intent of a human, or the reaction of a population to crisis) cannot occur within the paradigm of either AI or the current Semantic Web.

 

This is not a business position and I am not trying to sell anything.  It is a grounded position that I and other take as scientists.
