Lobbying Congress on the Merits of the National Project

 

In reflecting on John Sowa’s and Steven Newcomb’s comments, it seems that there is an agreement that higher quality innovations in the representation of human knowledge are not selected whereas poorer quality innovations are selected. [1]  

 

Thus the core issue of cause appeared not related to motivation but to the current underlying utility function.  From a historical point of view, one may conjecture that since the War started (9-11-2001) the utility function has become increasingly dysfunctional for reasons that can be made subject of public scholarship. 

 

From general principles scholars observe that the consequences of decisions are but one important element involved in decision-making.  Motivation is actually secondary, since the actual structures of systems are used to achieve outcomes.  In my work, and in other scholar’s work, I refer to this structure as the pragmatic dimension to outcomes. 

 

In the new paper “The Coming Revolution in Information Science”, [2] the element of transparency is discussed in the context of the formation of utility functions governing human economic and political decisions.

 

In my past work I have often focused on motivation since there is a case to be made that IT vendors are motivated rather uniformly to maximize profits.  However, if the underlying structure of our government contracting system were not what it is, then the motivation to maximize profits would not at the same time de-select the best innovations.  [3]

 

The outcome for funding innovation can be measured using some type of high quality outcome measure.  However, the Congress has not put into place systems that produce independent high quality outcome measures.  I am offering to lead the design and development of such a system. [4]

 

Brad Cox, a respected scholar in intellectual property, [5] makes the following suggestion:

 

consider this as one plausible approach. SOA's clearly catching on in government, so there will someday be an infrastructure installed to support it. Also they are determined to track investment performance to OMB's Performance Reference Model..

 

Why not let the first step in your campaign be to add response-time metrics to the infrastructure and let these feed an offline system (similar to mybank, but metered in time-to-respond, not dollars, but with existing support for dollars in place for contractors) capable of rolling up individual response-time measurements into progressively higher-level responsiveness numbers for the project, dept, agency, etc, connecting eventually to metrics in the Performance Reference Model.

Regarding Brad’s specific suggestion, response time measurement is often used in the current evaluation of some intelligence technology contracts.  However, it is a poor measurement of software if the real issue is the keyboard and the current mouse/keyboard design of human computer interfaces.  [6]

 

An actual pragmatic outcome measure of intelligence system does exist, but not formally.  Practical outcomes are measured in the many Congressional hearings on the failures of the system.  Pragmatic outcome measures also exist over things like television content and the advertising that (some claim) largely ruins any possibility of appreciating television.  Similar pragmatic outcome measures on the conduct of the war seem almost universally focused on our failure to understand the human condition and the effects of having a foreign army in one’s neighborhood. 

 

One positive benefit from an objective, independent, and transparent measurement of the outcomes of this War may be in a strengthening of our educational system. 

 

The proposed “.vir” subnet is designed to allow a class of pragmatic measures of value to be instrumented.  We wish to transparently measure the outcomes of political and economic decisions.  This possibility comes to exist when the best information science is freely, i.e. independent from business control; designed, implemented and used.  Unless under specific and unusual circumstances, capitalization for the “.vir” cannot be obtained from the business sector.  [7]

 

The proposed measurement will function to reveal consequences over what a system such as systems of corporations decide to do.  We conjecture that this measure will change the behavior of corporations. 

 

For example: does the advertising industry continue to use every form of legal addiction, such as sex, violence and alcohol; to create subliminal messaging, or are the talents of this huge industry re-focused on creating high quality topic maps about the steps involved in new forms of individual to individual production and distribution systems [8], for example of herbal teas or artwork. 

 

In summary:  The “.vir” standards and the knowledge sharing core create a democratization of economic and political choice.
