The basic enterprise language concepts and structuring rules as introduced in the RM-ODP standard (Part 3) are:

Community - a configuration of objects formed to meet an (enterprise) objective. The objective is expressed as a contract which specifies how the objective can be met.

Federation - a particular kind of community. This is a coming-together of a number of groups answering to different authorities in order that they may jointly cooperate to achieve some objective.

in an invitation to discuss the RM-ODP in the context of a "community centric service methodology" with reference to OASIS BCM (business centric methodology) and SOA (generally).

I will start by noting that on page 2 the authors say about the RM-ODP

"The obtained views must be consistent, i.e. the specification of a view should not conflict with the specification of another view."

From the second school perspective, this requirement is part of a design process that must eventually result in model errors, if a distinction is not made (continually) between the natural system and the formal system (see (ref)).

The observation we make is that to enforce (absolute) technical consistency between different viewpoints make no sense; since if there are really "different" viewpoints then the issue of consistency could not be resolved.  [1]

Cory's quote about the definition of community is a consistent sign that a viewpoint is being presented (we can this first school) where by a reduction of the natures of natural (Rosen complex) system is assumed to occur without loss.

Thus we see the two issue, completeness and consistency revealed as a aspect of nature.

[1] The key to reading and applying the reference model (RM-ODP) is to use the RM notion of link between formal representations and rule between conceptual model elements.  (see à [40] )
