Because we are seeking capitalization, we have talked about the issues
with a number of friends, with connections to capital. It is said

These ten topics are now to be addressed in ten short URLs, accessible

The contextual
considerations, Part II and Part II, detail institutional entrenchment
issues. These issues make most colleges and universities not
capable of addressing the gap between freshman college preparation in
mathematics and the freshman programs. As mentioned in Part I and
Part II, developmental and remedial programs are based on the same
instructional theory as K-12 and freshman programs are based on.
The problems faces by colleges are even greater then those immediately
associated with supply side theory. Long standing structural
phenomenon impact the institutions ability to step away from
entrenchment. If the educational system is to evolve to meet the
challenges faced in the second decade of the twenty first century,
these structural phenomenon must be examined carefully.
The structural natures and philosophical orientation of institutions of
higher learning is not what can be addressed here. We bring up
the topic only to define the problem that our "product" is to be
designed to address.
